Short description: The concept of World Englishes has been growing, largely thanks to the work of Doctor Braj B. Kachru, professor emeritus of the University of Illinois, who is known for conceiving of the 'three circles of English' design, in which the 'inner circle' represents the traditional countries where English is spoken as a native language, the 'outer' or 'extended' circle where English has some official role and is spoken as a common second language, and the 'outer' or 'expanding' circle representing countries where English serves primarily an international--as opposed to intranational--role.
